This endpoint performs the same data submission as the Submit an employee form endpoint, but additionally renders and stores a signed PDF document. The response includes a document field containing the ID of the generated document.
Employee withholdings are normally configured when employees go through Check Onboard. For compliance reasons, we recommend only using the
sign_and_submitendpoint if you are building a UI where the employee is knowingly signing their withholding form.

For an employee with an IRS lock-in letter on file, this endpoint refuses the federal W-4 with a 400 and error type employee_federal_withholding_locked. State withholding forms are not affected. See IRS lock-in letters.
