An Agency is the operational counterparty Check transacts with on filings and remittances, e.g. the IRS, a state department of revenue, or a local collector. Agencies are the authorities employers register with and the destination for payments and/or filings. They are distinct from the legislative body that levies a tax, and the collector for a given tax can change over time as governments reappoint them. Agencies are not stable per tax. Resources that involve transacting with an agency will include a reference to the Agency.
